Most drivers choose a substance abuse professional in a hurry, from a list handed to them on a bad day. It is worth slowing down for an hour, because the choice is harder to undo than people expect.
You get one choice in the Clearinghouse
Once a SAP accepts your designation request in the Clearinghouse, you cannot designate a different one. If your designated SAP genuinely cannot carry out the work, the route is to contact FMCSA for assistance — not to simply pick someone else. So the order matters: talk to the SAP first, then designate.
What a qualified SAP actually is
A DOT substance abuse professional is not simply any counsellor. The role requires specific credentials and DOT-specific qualification training. In practice you will find SAPs who are Licensed Professional Counselors, Certified Employee Assistance Professionals or Licensed Chemical Dependency Counselors, among other qualifying credentials.
Your employer is required to give you a list of DOT-qualified SAPs under § 40.287. You are free to use that list or to find your own.
Questions worth asking before you designate
- Are you registered in the Clearinghouse? If not, you will not appear when the driver searches, and nothing can proceed.
- What name are you registered under? The search matches the exact registered name, and near-misses are a common cause of "I can't find my SAP".
- How soon can you evaluate me? The initial assessment date is reported by the close of the next business day, so scheduling is usually the real bottleneck, not paperwork.
- How do you handle the referral? Ask what happens if education or treatment is recommended, and who you will be referred to.
What a SAP will not do
A SAP does not advocate for you with your employer, and does not decide whether you keep your job. They also do not upload documentation to the Clearinghouse — only the two dates they are required to report. A SAP who promises a particular outcome before evaluating you is not describing the role accurately.
The evaluation is meant to produce a fair, individualised recommendation. Ours are conducted by clinicians trained in assessment, and we do not make blanket recommendations that ignore what the evaluation actually shows.
Have this ready
Whoever you choose, bring the violation date, the name, address and phone number of the company you incurred the violation under, and your supervisor's name and phone number. Turning up without those is the most common reason a first appointment has to be rescheduled.
